If the cyclist is going straight, they should be on your left in most circumstances. If you had your signal on or there’s a lane for your turn, certainly.

That’s what I thought. And I always use my turn indication. Plus my VW Rabbit even has the blinkers on the edge of the side mirrors, so it should be damn obvious. I almost hit a guy that way once as he was coming up the right side just as the light turned. He got pissed at me and grabbed his water bottle and squirted it at me.
