‘Settled out of court’ does not mean nothing took place in a courtroom, nor that she wasn’t under oath in a deposition.

Granted, but the testimony was ultimately immaterial because there was no court case. That’s the way I remember the talking heads discuss perjury back then. The false testimony had to had some effect on the outcome of the case (which didn’t happen because of the settlement).
