If you were Japanese would you just be sitting on your ass at this point and waiting for the US to disarm NK, or would you instead be (unofficially/secretly) obtaining, building and deploying nukes as quickly as possible?
I think the latter.
Same thing for SK.
Anything less would be sheer idiocy on their part.

I bet money Japan has all the components sitting on a shelf waiting final assembly. The have the know how and computer tech to be very confident the gadget works.
