Japan won’t wait till they are hit before building their nukes. They will start well in advance, which means anytime now. Japan does not have any ballistic missiles or bombers,. but they do have strike fighters which could deliver a small well designed a-bomb.

Japan would 1st have to amend their constitution, which prevents tham at this pint from building nuke weapons
