I would think that the first pass would be to formally invalidate any executive orders that had been issued illegally. Considering the chaos and contempt for any sort of process from the current squatters in the White House, this should take care of a lot of them.

simply instruct the agencies to revoke any administrative changes put in place as a result of such orders, which were generally very vague and easy to work around or ignore in the first place

By their nature, Executive Orders are mundane bureaucratic tools, changed and retired routinely as need arises. It’s only in the Obama and Trump administrations, where they were used to expand presidential power, that they’ve become even notable outside the Executive Branch.
