Don’t they realize that this is basically a dealer financial system? Essentially it’s a EULA for financial software for online transactions. Are they that dumb that they think they won’t have security measures for it?

That’s exactly what it is — notice that the site where the agreement/login page is located has the name: supplierpayments.esc.gov.

This is a financial system. The dealer EULA is 100% appropriate.
