At it’s heart, it’s a flawed plan. It exchanges something with value ( a car worth thousands and thousands of dollars) for something without value (another $4500 added to the bill to be paid by the next generation).
In the short term, it may work out for the dealers and a few car buyers, but it’s a house of cards.
