The state, and in this case the police authroities who represent it, should be neutral when it comes to religion. Not hostile and certainly not subservient. Just neutral.

And as someone stated upthread, an outreach program would have little chance to begin if those that you were trying to reach were offended on moment one.

As many have stated, I see no problem with this. As Charles eloquently put it, the police aren’t stopping to put on the veil while chasing a perp!
