Where exactly, is the hydrazine produced? Is it in the production of the fuel cell, or a byproduct of the use of the fuel cell? Using a fuel cell is only supposed to produce water.

Well a hydrogen fuel cell would only produce water. There are other varieties of fuel cells though.
