Someone correct me if I’m wrong, because of spent all of 6 minutes looking for a reference and found nothing but… in the fallout of the Exxon Valdez spill, wasn’t federal legislation passed that essentially stated that in the future, whatever company caused the spill would ultimately be responsible for cleanup, with the federal government operating in an assisting role? Or am I totally losing my mind?

That’s my understanding.

Which is one reason why the effort to cap this thing, and clean it up, is getting messier and messier.

BP has not been totally forthcoming with their information; the agencies involved make their decisions based on the information they have and if they don’t have complete information, their decisions will suffer.
