The majority of the NoKo army does not have bullets, gas, food or training. They do have a smaller highly motivated and better fed special forces units, enough to do damage, but not enough to win a war. The fact they worship Dear Leader may motivate them, but it is also their greatest weakness. Decapitate the regime and the fanatics lose their motivation.
