Interesting. Orson Welles filmed this great scene of The Magnificent Ambersons in an ice house in sunny Los Angeles.

Old school, literally.
Apparently, it’s now possible to add in cold weather breath vapor clouds in post-processing. The actors then get to work in normal room temperature sets dressed up like Eskimos, pretending to be cold while actually sweating bullets under their clothes. Putting them in low-temperature sets makes the whole scene more realistic, and IMO as an amateur, easier to act in.
