Why exactly does the term ‘feminist hawk’ imply hawk before feminist? Where in the term does it imply that the bearer of the title is ‘using’ feminism to advance a particular agenda?

Because a feminist already has an agenda which would not wax or wan with or without the war on terror. To believe a woman has the right to self-determination is enough of an ideological foundation, it requires no modifiers.
