Fascism is an ideology about making the weak look strong via brutality, so it tends to attract the weak and pathetic.

While this is true as a baseline, there are always still going to be the occasional one like Reinhardt Heydrich who is dangerously competent. Despite the horrifically high cost, his assassination was a good thing.
