I do have a question though. I’m looking at starting a 501(c)(4) to raise money for a program that helps young adults with developmental disabilities go to college, trade school and learn life skills so they can find jobs. Nowhere in my research so far am I finding anything that says I have to file paperwork in advance with the IRS to start such an organization. I just have to file the right forms and provide accurate financial and other pertinent information when it’s tax time. So why are all these groups filing that paperwork in advance of doing the work they claim to be doing when it’s not even necessary? Were they trying to overwhelm the IRS with requests so they could whine about it when things weren’t moving fast enough? Something seems off with that unless I’m missing something.

That’s because those doing the protesting back then were Liberals, the Country was at war and the President at the time was a Republican. Therefore they were all traiters and subversives that had to be silenced for the good of the Nation. Hazy and muggy in Philadelphia today. Basically waiting for the thunderstorms and a front to roll in. 30% chance this morning with percentage rising through the day. Should cool things off and it will just be rain tomorrow with a cloudy and cool weekend.
Came home from work yesterday and found the one cat using the plastic bag (see yesterday’s Bubble Cat picture) as a sort of greenhouse. She was napping in it while it sat in the late afternoon sun. This ended soon after I got home as L.C. (stands for Loose Cannon) made an ambush attack on the napping cat and started a running play-fight that ran for over ten minutes.

Pub 557 gives a background on what is involved in setting up a IRC 501(c) entity.
For a 501(c)(3), you’d apply using Form 1023
For a 501(c)(4), you’d use Form 1024
For instance, the 501(c)(3) application requires supplying a narrative document detailing past, current, and planned activities by the proposed entity. Compensation for officers, board members, etc., Financial data (such as it may exist or is expected to exist in the given tax year - for a new entity, you’d supply expected data for the tax year).
You might want to consult a tax expert to see if registering as a 501(c)(3) or (4) makes more sense.

The NWS has issued special weather statements indicating a slight chance for severe storms, including flooding rains.

Today marks the 130th anniversary of the opening of the Brooklyn Bridge. Here’s a photo retrospective through the decades.
I remember attending the 100th anniversary spectacular. The fireworks were amazing - they had the entire bridge covered with them, and that show was topped only by the 100th anniversary celebration for the Statue of Liberty in 1986.

I agree with that, but maybe the state level legislature people connected somehow to coordinate with the relief agencies? The Southern Baptist Mission up here sent a bunch of stuff and volunteers down and they had a spokesperson on the news that said they were actually in touch with and waiting to hear back from officials in OK before they left Atlanta. So let’s hope the folks in NY did the same, I’d guess they did.

A further comment on supply collecting far from a disaster site.
There is some value to doing this - but it’s less the physical relief value for the disaster victims than a community (local and arguably national since the media will spread the image) value since you have the individuals “doing their part” in contributing even a little bit for the common weal.
A partial historical parallel is the tin and scrap drives down in the UK in 1940. Collecting tin pots and other low-grade metal bits were not really going to be turned into Spitfires. But it allowed the citizenry at large to “do their part” towards helping out the war industries and improve national morale post-Dunkirk towards resisting the expected German invasion.

All advise given above is valid, but I’ll add a couple of things (since I did some serious research into setting up a tax exempt in Georgia not so long ago.)
tl;dr is get an attorney and an accountant, both with experience in tax exempt organizations, involved in your process. And keep complete, total records of EVERYTHING for the first few years. Even if your two advisors say you don’t need it, keep it anyway just in case. (Laws change, and even experts make mistakes.)
Broad outline: you have to register your corporation with Georgia and inform the Secretary of State you intend it to be a tax exempt organization. You then have to send the right form plus the documentation of your state registration to the IRS. When the IRS sends certification back to you, you will have to send a copy to the Secretary of State (even though they will have received it) AND you’ll have a small set of paperwork that goes to the department of Revenue. (You’ll get that from the Secretary of State in a surprise package.)
Notice that this creates a window during which you (probably) /will be/ tax exempt but aren’t, yet. If your organization counts as “charitable” (not all tax exempts do, but yours looks like it will), then many donations received in that time can be retroactively given tax exempt (charitable donation) status. You really, really need a tax accountant on hand to go through this with you. You’re going to need to send confirmations of receipt of donations, and you’re going to need to list qualifying donors and donations on the 990 (If you don’t qualify for the short form 990).
If you’re requesting donations and you’re going to do it from places other than Georgia you’re going to need to file paperwork with the other states. If you’ve got a ‘donate online’ button on a website the whole thing is mixed and more than I want to go into right here. Basically some states say you have to register, others don’t, and it can wind up costing you a couple thousand dollars to cover nation-wide. Again, talk to the experts.
You can expect to have to send copies of almost everything to some government organization for the first few of years. It won’t officially be an audit, but it might as well be such. The sad thing is that most of this won’t be examined, or if it is it’ll be cursory. Simply a matter of too much to do, too few people to do it. But if you do NOT send it in, it raises flags in the automated software and suddenly you become a priority for those few people. Whether luck of the draw or by flag, if you’re audited they’ll want not just financial but behavioral records to confirm you’re fulfilling the public benefit you claim. Which means those letters you got from people that both the attorney and the accountant said weren’t necessary suddenly become critical and you shouldn’t have thrown them away.
In other words do not throw anything away. File it. Save it. Consider a computerized record management system. (Talk to a pro because there are requirements for such to meet legal standards - “it’s a true copy of the original”.)
And the funny thing is that as long as you’re small all of this turns out to be relatively minimal. It sounds huge, but it isn’t. Just use the experts, keep all the records, and you will have plenty of time to go and do Good Things.

Keep everything - and keep everything for at the longer of the required periods under state and federal law (eg: the feds require 7 years records to be retained, but the state requires 5, keep for 7).

So first we distributed those, then we did a lot of bucket rounds to collect spent batteries and recharge them at the generators that were scattered around.
And yet shitloads of food kept being dropped off, even though there were a lot of flyers and PSAs and stuff about food donations not being necessary.

If we saw someone using a primus or other open-flame thing, we weren’t allowed or recommended to tell them it was dangerous, but we added a note to have the FD come by and provide them with a fire extinguisher. I think technically it was illegal for them to use them but in the middle of that shit, nobody really cared.

A sergeant first class on the staff of the United States Military Academy at West Point has been accused of videotaping female cadets without their consent, sometimes when they were undressed in the bathroom or the shower, according to Army officials.
That one is really going to get a lot of heat on the military, because that’s female cadets, college-age girls, the female officer pool.
The Army announced it has suspended the commander of Fort Jackson, S.C., amid misconduct allegations that include adultery and a physical altercation, according to a spokesman for Training and Doctrine Command.
Does the military prosecute adultery just to avoid having guys who’ve fucked each other’s wives working together, or what? It seems really draconian to me. Of course, this guy also had a physical altercation and unnamed other stuff, so I guess he’s not exactly making the case for it.

That’s been my fear too. Now, not every Tea Party group would go that route. I’ve met some Tea Party members here that work with the local animal shelter to do adoption days and the like outside the politics they have. Some of these people are nice enough outside their politics, I never minded working with them.

I read something about the case, and the charges were likely instigated by the 14 yr old’s parents who didn’t approve of the fact that their daughter was dating another girl (who happened to be of legal age).
The law’s application is correct in this instance, but would there be outrage (by the parent or others) if the 18 yr old was a guy instead of a gal. It’s typically considered statutory rape or sexual misconduct or endangering the welfare of a minor in either instance (as most state law is gender neutral in that regard).

Congressional hearings are ready made perjury traps for the unwary. The IRS official was already being investigated by the TIGTA, and if there are criminal investigations underway or planned, then her statement of taking the 5th is to avoid that potential situation.
Partisanship has overtaken reality when it comes to the IRS scandal. The TIGTA uncovered problems, and they need to be fixed - but they require more than simply partisan hearings where Issa or others hear themselves yammer away. They need Congress to actually fix the law that they wrote because it’s untenable - and the IRS can’t easily figure out how to divine what constitutes threshold political activities with the staff and guidance it has. Eliminate that from the IRC - make any political activity a disqualifying activity as a 501(c) entity, and push it to another part of the Tax Code (527?). Entities that want to engage in lobbying? 527 - not 501(c).
Want to shield your anonymous donors? You can do that as a 501(c), but if you’re lobbying/political activities? Sorry - out of luck.
That’s what this is really about. All entities should be examined for this kind of conduct. And it extends to religious groups as well. Any that engage in political activities should be disqualified.

What seems to be true is that two IRS agents in Cincinnati used ‘Tea party’ and ‘patriots’ as keywords in targeting groups for investigation. To me, given the huge amount of scammery associated with the Tea Parties and Patriot groups, this seems a reasonable approach. I think that charities with ‘green’ or ‘sustainable’ in their names should likewise get a good look over.
It doesn’t appear that there were a flood of adverse decisions, so it looks like they need to either get better at building cases or figuring out where to look, but I don’t get why it’s outrageous to assert that there’s lots of people out there scamming Tea Partiers.
Do you want people who believe in something sincerely giving their money to scammers?

No it is not.
It is not against the law. It’s against regulation but not the law.
It is not the purpose of these hearings. The IG was responsible for determining what happened and who is responsible, and did so. If you read the report you discover that various names and other identifiers are redacted. No, the purpose of these hearings appears to be an attempt to find reason to impeach the president. I say this given there have been repetitive questions from the chair of the committee (Issa) as to the involvement of the president - what he knew, when he knew it, and what instructions he may have passed down.

Could that targeting be of groups that do not want to pay the IRS, feel that taxes are bad, and have made public their desire to not pay taxes?
I don’t think that is targeting as much as making smart decisions.
Also, from what I read, they did audits of liberal groups, too. All the conservative groups got their 503 statuses where the liberal ones did not.

Read the TIGTA report instead of people who are trying to spin the reporting on it. It highlights what happened with the TP (who were 1/3 of the groups targeted for further scrutiny - and how they were identified was incorrect - but not the fact that they were targeted for scrutiny). The IRS is within its rights under the law to examine applications for completeness and whether they are engaging in political activities. The question becomes one of whether the types of questions asked were inproper.
But that the IRS needs to be asking these questions at all needs to be fixed by Congress - not some witch hunt against the IRS.

There is strong evidence to support it, despite your sarcasm.
I’ll note that Issa knew of this issue back in August of 2012. (see link). But he’s strongly attacked the president over the issue (link) with frequent statements of belief Obama knew of the problem much, much earlier (see previous link). This is the same Issa who is pushing Benghazi, and apparently is gearing up to investigate the NSL/AP phone record issue as well. All frequently naming Obama as, well, to paraphrase him and several of his peers “he’s either Nixon or Harding. Either way he doesn’t belong in the White House and we intend to prove it.”

The problem is that ammonium nitrate is hardly the only kind of chemical hazard out there. It might produce serious explosions under certain conditions, but there are others that could have similarly devastating consequences. Take chemical or petroleum refineries. Some states do a better job of policing these facilities than others.

It’s all in the froth. Your froth has to have a nice, solid body to it, not just be hot and bubbly. It’s like whipping cream. Once you whip it to the correct consistency, It will maintain that consistency. If you don’t whip it enough, it disintegrates.
