Even leaving aside the general imbecility of the idea (which is only to be expected coming from the Trump White House, regardless of the source), who would be expected to pay for these mercenaries “private contractors”? I have a feeling I know the answer: i.e. we can all go see the contributors in our mirrors.
I saw this private-contractors idea described somewhere as the “East India Company Option”, i.e. a “private enterprise” hiring locals (controlled and officered by the Company’s nationals ) to deal with local “security” issues. Of course, the fools pushing this idea seem to forget that 1) The EIC had income from control of a large majority of India’s trade to pay for their own army; 2) Even then, by 1857, the Company’s control fell right apart, and had it had to be rescued by the British Army/Government; (Indian Mutiny) 3) Afghanistan isn’t India - never has been, and has always been a worse case.

I do think the last 8 years showed that what they do when having 2/3 of the power isn’t govern.
Look at healthcare. It is blindingly obvious they didn’t have the slightest clue what to do with it. They needed 2 votes and a signature. Shines a light on the idea they want repeal. Capitalism is not inherently racist.
But it inevitably empowers the already powerful and disadvantages the disadvantaged. So, in a significantly racist society, it will exacerbate racism.
That having been said, Capitalism is just an economic system, not a way of life. It’s a tool, and like all tools must be used carefully, skillfully, and with knowledge of how it works and what its dangers and limitations are. It can be properly regulated to be overall a benefit.
But that’s the key - regulated.
