Obama: Russia’s Proposal for Syria a Potential ‘Positive Development’.

President Barack Obama told CNN’s Wolf Blitzer in an interview on Monday that Russia’s proposal for Syria to turn over its chemical weapons stockpile to international control was a “positive development” that will be seriously considered, but he warned it could be a stall tactic. Obama added that a breakthrough was possible if the idea was “real.”

If Assad falls, it’s in everyone’s best interests that a big pile of chemical weapons not go curiously missing in the chaos of nine million rebel splinter groups. As has been discussed by all sides of this discussion, there are some not very nice folks who might like to get their hands on them.

Russians don’t like the threat of gas any more than Americans do.

You are on a Mac, yes?

Double-click on the file (which I believe is a .dmg) in your downloads folder and it will “mount” another drive. Inside that drive should be the application, which you can drag to your desktop.

Not particularly surprised about that. The academic question is who suggested the idea, but the fact is that it’s now a potential way of dealing with a thorny issue. It’s a potential way for Obama to avoid having to commit military force since it’s likely that the onus of military action would fall on the Russians to remove the CW from Syria. Putin gets to maintain Assad’s Syria as a continuing client state but rids himself of the thorny issue of CW usage. Gets to sidestep the issue of whether Assad directed their use himself or whether 3d parties involved.

Lots of logistical issues to consider, not the least of which is securing passage of those weapons out of the country. Remains to be seen.

Hmm.

Once it completely loads, double click again and look to see if there’s another drive that shows up (either on the desktop or to the left when looking at the file structure window - can’t remember the name and not currently running any of my Macs).

At some point you have to pull the application out of the file that you download and you do that by mounting the .dmg (which will show up as another hard drive, essentially). Inside that will be the application and that’s what you drag to the desktop.

If the diplomatic approach can actually get control of the chemical weapons in a reasonable timeframe, it seems like a better solution to that narrowly defined problem.

Note that Assad’s civil war is running about 1/6th the casualties of ours, at a stage equivalent to 1861-63.

More like he is being whipped at tic-tac-toe. The bad guys propose and will agree to negotiate some grand inspection or weapons turn over plan. It will take 6 months? a year? 2 years? I predict never. In the mean time they pay no price. Everyone will soon forget, and they will continue to on as before.

We will take the offer, to get off the political hook, look very reasonable, fool a lot of people, and accomplish zip, zero, nada.

More like he is being whipped at tic-tac-toe. The bad guys propose and will agree to negotiate some grand inspection or weapons turn over plan. It will take 6 months? a year? 2 years? I predict never. In the mean time they pay no price. Everyone will soon forget, and they will continue to on as before.

We will take the offer, to get off the political hook, look very reasonable, fool a lot of people, and accomplish zip, zero, nada.

If (big if) the US is able to accomplish real non-proliferation and no further use of Assad’s chemical weapons by obliging Russia to live up to its statements regarding CW and non-proliferation, that would be a respectable outcome, especially give the lack of any good options.

From the Christian Science Monitor ~German newspaper Bild am Sonntag reported yesterday that intercepted Syrian regime communications indicate that a chemical weapons attack did occur – but without Assad’s approval.
The Guardian reports that a German surveillance ship operated by Berlin’s intelligence service heard regime forces repeatedly request permission to use chemical weapons but that Assad “blocked numerous requests.”
But the intercepts tended to add weight to the claims of the Obama administration and Britain and France that elements of the Assad regime, and not renegade rebel groups, were responsible for the attack in the suburb of Ghouta, Bild said.

The German intelligence findings concerning Assad’s personal role may complicate US-led efforts to persuade the international community that punitive military action is justified. They could also strengthen suspicions that Assad no longer fully controls the country’s security apparatus.
Addressing a closed meeting of the German parliamentary committee last week, the BND chief Gerhard Schindler said his agency shared the US view that the attack had been launched by the regime and not the rebels. But he said the spy agency had not [had] conclusive evidence either way, German media reported.
Schindler said that BND had intercepted a telephone call in which a high-ranking member of Hezbollah in Lebanon told the Iranian embassy in Damascus that Assad had made a big mistake when he gave the order to use the chemicals, the magazine Der Spiegel said.”

This explains the reportedly intercepted “chatter” right after the attack where the Syrian Generals were freaking out “Who did that?” “We weren’t supposed to do that.” I think they are ruling out the AQ type rebels. If it was one of Assad’s generals (likely) he could be dead by now. Many intelligence believe Assad did not directly order the strike.

The story ends well, but all is not well. Both of the school’s concerns bring to mind other recent cases suggesting that the request to Green was less a mistake or aberration than another point in an uncomfortable trend.

First, the case of Chelsea Manning. The most serious charge Manning faced was that of “aiding the enemy,” a charge predicated on her having shared classified documents with Wikileaks which she knew would be published online which she knew that al Qaeda would read. Ergo: Manning intended to aid the enemy.

It’s an argument that seems specious on its face — but it was one taken seriously by the military judge trying Manning’s case. She was eventually found not guilty of the charge, but as her attorney David Coombs suggested, the very concept that sharing information online that could be read by an enemy of America constituted a crime was a “very slippery slope, of basically punishing people for getting information out to the press.”

The Green situation also brings to mind the case of Barrett Brown. On Sunday, The New York Times’s David Carr presented the history of Brown’s charges from the federal government. Largely for posting a link to a cache of documents stolen from Sratfor Global Intelligence in an online chat room, Brown faces over a century in prison.
