Sort of but he's in a hell of a bind. With Gtimo he knows who those people are and he can't just let them go. He almost certainly knew that when he has campaigning. The legal framework for gitmo was pretty flawed so he can't really try them in civilian court and military courts are also troublesome.
I'm pretty sure the detention law doesn't really change anything in a practical sense but it does help stabilize the legal framework for dealing with future detainees.
It's not pretty but hopefully it'll work.

I'm guessing it will never go away until the people in it have died. It's tragic, but many of the individuals cannot go before a civilian court as the case would be thrown out as many of the detainees have been tortured.
