That scenario is plausible - however the reverse is as well. The abrupt abandonment of urban and inner-suburban areas by longtime residents depresses prices in those areas, and pulls in immigrants who would not otherwise have been able to afford to live there.

A similar phenomenon happened during the massive internal migration in the 1950s through the 1970s. Due to VA loans, which favored new housing rather than rehabilitation of existing housing, the cores of many cities were bled dry, causing a vacuum which attracted poor (African-American) migrants from the South.

In addition to the (continuing) subsidies for new housing, the major cause of sprawl is "free" highways, which further distort the true cost of new housing far from urban centers.

If it were up to me, I would impose a $1 per mile toll on freeways such as I-270, during rush hours.
