I believe lakefxdan explained it the first time we saw Arafat with baby wipes: since the infrastructure in the West Bank is so trashed, it's hard to find a decent source of clean water to wash your hands. Baby wipes are used instead.

All kidding aside, this must be an example of cultural differences. For some reason, Arafat is not associating baby wipes with their typical use in the West. Maybe he thinks they're just giant "moist towlettes", and uses them to wash his hands and/or clean his desk.

However, he is a murderous evil numbskull, and I don't mind all of this speculation one bit.
