The standard procedure for policing protests is (was?) SUPPOSED to be to form a loose perimeter about a block back from the protest in all directions. As people leave the main area cops aren’t supposed to confront people unless they are armed, committing crimes or trying to assault an officer. In other words, keep out of the fray and only move forward if needed. According to my grandpa, that’s how they were trained. Understand, my grandfather was a Chief of Police in a really small Ohio town, and if he got that kind of training, in a place that never saw a protest in his 30 plus years on the job, then there’s no excuse for not training officers in a large metro area to do the same.
This could have been defused days ago. Instead it’s become a dick measuring contest among the police to see who can be the biggest assholes.

Keep thinking about something that happened here in Houston and our mayor’s public response to it. In short, someone driving while Hispanic was pulled over for not signaling a turn, was arrested and piled into the police car to be taken in. Huge problem right there, obviously. The person had an elderly Chihuahua who was pretty much blind from cataracts. The police wouldn’t let the dog come along or let the person call anyone to come get the little guy. Cops just left the dog on the corner where it wandered into the street, desperate and alone, to be killed in traffic.
Mayor Annise Parker in a public statement first cracked me up by calling the cop an “air-headed officer” saying she used that term because she was unable to say what she really thought. She said the officer has been suspended, the incident would be seriously dealt with and that it was inexcusable.
This is the way a mayor should lead.

St Louis County PD. The city isn’t involved in this.
The heavy police presence in Ferguson is almost entirely the result of the county police dropping the hammer on the town. They’re the ones with the heaviest weapons and equipment. They’re the ones who roughed up the reporters and the al Jazeera crew, and they’re the ones singled out by the Governor to be taken out of the town’s policing going forward during the remainder of the current crisis.
There’s at least one photo that is sourced to protests last night where people were attempting to light a molotov, and the report indicated that others were thrown.
Police used tear gas and smoke bombs to repel crowds who threw Molotov cocktails during another violent night on the streets of a St. Louis suburb in the wake of the shooting of the unarmed 18-year old Michael Brown.
Hours earlier, the police chief had said race relations were the top priority in the town, where a white police officer fatally shot the black teen. Authorities have vowed to reach across the racial, economic and generational divide in a community in search of answers.
In the streets of Ferguson, though, the polite dialogue heard at community forums and news conferences is nowhere to be found.
Instead, officers from multiple departments in riot gear and in military equipment have clashed nightly with protesters, who chant, “Hands up, don’t shoot.”
Wednesday saw more tense confrontations and further volleys of tear gas from police — this time paired with smoke bombs in response to flaming projectiles and other objects lobbed from the crowd. Protesters faced heavily armed police who at times trained weapons on them from armored trucks.
Two reporters said they were detained by police for not clearing out quickly enough from a McDonald’s where they were working, near the protests but away from the more volatile areas. The two, who work for The Washington Post and The Huffington Post, were released without any charges. Both say they were assaulted but not seriously hurt.
The St. Louis Post-Dispatch reported that about 10 people had been arrested, including St. Louis Alderman Antonio French, who has been chronicling the protests on social media. Police had said earlier they would not have arrest information until early today.

These two videos show the St Louis county police firing on protesters who are doing nothing more than protesting peacefully. Right up until they were fired upon. In both, you can hear the LRAD doing its thing with the high pitched whines and squeals, and the county police then firing multiple volleys of smoke and tear gas grenades at the assembled group in the street.
In fact, they directly contradict the Ferguson police chief’s assertions.

Mitchell told News 4 she saw a door close on a police car. An officer was inside and Brown, Jr. was on the outside. She said the two were arm wrestling through the car window. Mitchell said she then tried to pull out her phone to record. Shots then rang out.
“It just didn’t look right for them to be arm wrestling,” Mitchell said. “The first gun shot came from the window, so I just started getting out of the way.”
According to Mitchell, Brown, Jr, began to run away after the first shot was fired.
“After the shot, the kid just breaks away. The cop follows him, kept shooting, the kid’s body jerked as if he was hit. After his body jerked he turns around, puts his hands up, and the cop continues to walk up on him and continues to shoot until he goes all the way down,” Mitchell said.

A SWAT team spent ten hours raiding a small organic farm called The Garden of Eden in Arlington, Texas last month. They expected to find a few marijuana plants. They didn’t. What they found instead: 17 blackberry bushes, 15 okra plants, 14 tomatillo plants, native grasses and sunflowers.
Even if they had found marijuana, would that justify holding terrified residents of the farm at gun point for at least half an hour? Would it justify using weapons created for overseas combat theatres?
Would it justify treating people in this country like wartime enemies?

The SWAT team idea was a good one for certain situations. However once it took off PD’s now have permanent SWAT teams and to justify their existence they use them for just about everything.
Situations that actually require a SWAT teams are few and far between. The BofA robbery in the valley where the robbers were armed with AK-47s is one instance where, yeah, maybe a SWAT team is required but that is one of the few instances I can honestly think of.
Here in CA, almost every cop car I see from the state on down has a weapons rack in the car with a shotgun and at least one assault rifle. It’s become beyond ridiculous.

I get the NYPD having a ESU (the SWAT equivalent). I even get the PAPD (Port Authority police) having their own ESU. They have special training to deal with all sorts of emergencies that beat cops don’t normally address (besides dealing with hostage situations, they talk down suicidal jumpers from bridges and buildings, they help clear accident scenes, etc.) But there are special rules for dealing with these situations, and you don’t see ESU being called out for every protest in the city.
We’ve had more than our share of officer involved shootings and excessive force complaints, including the death of Eric Garner a few weeks back. No riots ensued. There were protests, and there are more scheduled.
But you don’t see the police busting out the ESU to do crowd control. The police tactics here have evolved in a way that reduces the tensions from these incidents. You’ve got community liason cops, and regular line cops. It doesn’t eliminate riots, or violence during the protests, but it certainly does limit them from getting out of control.
What this does show is that police departments nationally need to review their ROE and update them to address when to use this gear in peaceful protest situations so as to avoid having them turn into full blown riots initiated by trigger happy cops who wanted to tear gas people who were peacefully protesting, or reporters who wanted to inform the community and the world beyond, what the police were up to.
