Ohio Gov. Kasich Sneaks Radical Anti-Abortion Measures Into State Budget

Steve Benen runs down the list of unbelievably regressive anti-abortion measures added to the state budget of Ohio with no debate, and signed into law by Gov. Kasich with an audience of old white men: Ohio’s Kasich Approves Sweeping Restrictions on Reproductive Rights.

  • Rape crisis centers will operate under a state-imposed gag order -- rape-crisis counselors will face new restrictions when telling impregnated rape victims that they can legally terminate their pregnancy.
  • The budget effectively defunds Planned Parenthood clinics in the state.
  • There's a provision to require women seeking legal abortions to undergo a state-mandated, medically-unnecessary ultrasound -- even if women don't want one, and if their doctor doesn't recommend one. Ohio Republicans proudly declared they want to put themselves between patients and their physicians, prescribing specific procedures for no medical reason.
  • Women will also be required to pay for state-mandated, medically-unnecessary ultrasounds they do not want and their doctors do not think they need.
  • Physicians will be legally required to deliver a Republican-written speech to women seeking legal abortions. Whether the doctor believes what's in the script, or even wants to say those words to his or her patient, has been deemed irrelevant.
  • Clinics that provide abortion services will be required to have transfer agreements with local hospitals, and then bans public hospitals from establishing those agreements, all in the hopes of shutting the clinics down.
  • And Republican policymakers in the state decided to redefine the words "pregnancy" and "fetus" in state law -- the budget decides that a woman is pregnant even before a fertilized egg is implanted in the uterine lining. The effect of this policy may prevent a woman from using an IUD in the state of Ohio.

The anti-abortion regulations are plenty bad, but this legislation also slashes and burns contraceptive coverage and womens’ health funding as well.

It makes it harder to terminate pregnancies, but it also makes it harder to prevent.

“Fetus” means the human offspring developing during pregnancy from the moment of conception and includes the embryonic stage of development.

Combine that with this definition:

“Unborn human individual” means an individual organism of the species homo sapiens from fertilization until live birth.

They tried to provide that these definitions apply only to abortions, but it may well affect how IVF is provided in the state.

selective application is, as you know, tricky. If a definition only applies for “that” procedure then it’s really important to demonstrate the reasoning and purpose. Unfortunately for Ohio the supporting bloviation and breadth of the definition muddy that demonstration. “It’s a baby at conception” is likely too broad to say “only for abortion, not for IVF disposal.”

In regard to tourism and business trips, any woman would be well-advised to avoid the State of Ohio, if she’s pregnant or thinks she might be pregnant. You never know when the need for medical care may arise.

Doctors should also think twice about a medical career in Ohio. It’s supremely insulting for the government to force a physician to make medical statements that the physician doesn’t believe are true.

Reminder: The Texas Constitution limits the duration of each special session to 30 days. And Gov. Nucking Futs can call as many of these special sessions as he wants, and on the topics he chooses. The Legislature can’t add to that list, but the governor can add even once the session is underway.

As before, this is about enacting TRAP laws in Texas - and it’s cover story of being about womens’ health falls short once you peer into the details. SB5 would have reduced womens’ health care access.

But as I’ve never grown tired of noting, if Texas wants to do something about improving the health and welfare of its citizens, it would move to overhaul its building codes to mandate sprinkler systems for industrial facilities, require regular inspections to check for code violations, etc.

defiant Morsi stands firm against coup threat

The head of Egypt’s armed forces, General Abdel Fattah al-Sisi, threatened direct military involvement in the political process “if the demands of the people are not realised”, in a statement implying that Morsi should either step down or at least call early elections.

The presidency indicated that it viewed the statement as a coup d’etat.

“Obviously we feel this is a military coup,” a presidential aide said. “But the conviction within the presidency is that [the coup] won’t be able to move forward without American approval.”

According to a statement on the president’s official Facebook page, Morsi met Sisi along with the prime minister late on Monday.

The aide’s comments earlier in the day implied that the presidency was hopeful of continued US support. They also suggested the presidency was banking on the likelihood that the military would not risk upsetting the US, which provides it with significant funding.

But the most absurd part of Tulsa’s Olympic bid amazingly isn’t the bid itself — it’s that organizers apparently think incorporating the Trail of Tears on the Olympic torch route as a “nod to the state’s American Indian history” is a good idea:

Clinics that provide abortion services will be required to have transfer agreements with local hospitals, and then bans public hospitals from establishing those agreements, all in the hopes of shutting the clinics down.

They’ve literally and without any shame legislated a Catch 22.

Okay, when these assholes basically shut down all of the clinics in Texas, four will remain. A friend of mine said that the four remaining are all private and owned by the same company. She also said they have donated to Perry campaigns. I have no reason to disbelieve her, but that is hard to believe. Anyone know about this.

One week ago I left Hong Kong after it became clear that my freedom and safety were under threat for revealing the truth. My continued liberty has been owed to the efforts of friends new and old, family, and others who I have never met and probably never will. I trusted them with my life and they returned that trust with a faith in me for which I will always be thankful.

On Thursday, President Obama declared before the world that he would not permit any diplomatic “wheeling and dealing” over my case. Yet now it is being reported that after promising not to do so, the President ordered his Vice President to pressure the leaders of nations from which I have requested protection to deny my asylum petitions.

This kind of deception from a world leader is not justice, and neither is the extralegal penalty of exile. These are the old, bad tools of political aggression. Their purpose is to frighten, not me, but those who would come after me.

For decades the United States of America have been one of the strongest defenders of the human right to seek asylum. Sadly, this right, laid out and voted for by the U.S. in Article 14 of the Universal Declaration of Human Rights, is now being rejected by the current government of my country. The Obama administration has now adopted the strategy of using citizenship as a weapon. Although I am convicted of nothing, it has unilaterally revoked my passport, leaving me a stateless person. Without any judicial order, the administration now seeks to stop me exercising a basic right. A right that belongs to everybody. The right to seek asylum.

In the end the Obama administration is not afraid of whistleblowers like me, Bradley Manning or Thomas Drake. We are stateless, imprisoned, or powerless. No, the Obama administration is afraid of you. It is afraid of an informed, angry public demanding the constitutional government it was promised — and it should be.

I am unbowed in my convictions and impressed at the efforts taken by so many.
