Most of the rain for Harris county will be over by this time tomorrow, but between now and then they are going to get enough rain to make sure all the reservoirs and lakes are overflowing to record levels.
It was only a year and half ago that Houston has very serious flooding. Now this.
It’s going to be a tough decision to make, but I think a strong ethical case can be made for not rebuilding in some locations.

That’s more the case with the civilian modified 4x4s and pickups. Sure fast moving water can be a hazard to any vehicle, but military truck are designed to do water crossings. Remember, it was Army HEMTTs that first reached the Superdome after Katrina, and FMTVs that provided transport later during search and rescue/recovery operation. Most of the people being rescued now by small boats could likely be reached by these vehicles. And, those that need boat rescue still need transport after reaching shallower water

The Burdick dicta is well reasoned though in that there’s an established solution for someone in Arpaio’s position who doesn’t want to serve jail time but does want to maintain their innocence, to ask for a commutation instead. If someone is truly not guilty then that’s a conclusion only the courts can come to via due process, and the pardon doesn’t erase that so much as it sidesteps it with executive action.

It will take a full assessment of the region to determine what is susceptible to floods more than say every 50 years.
The problem is that the current maps are drawn on what was experienced in the early part of the 20th century, and are not sufficient for the 21st century.
The current flooding is meeting the old criteria for once in a 500 years or once in 1000 years. All that stuff is now outdated.

A 21-year-old mountain climber died Sunday on Capitol Peak above Aspen, the fifth in two months - apparently after attempting a precarious shortcut descent that leads to a 600-foot cliff.
Pitkin County authorities declined to identify the man, pending notification of his family. Sheriff’s Sgt. Jesse Steindler said the man fell at almost exactly the same point as an Aspen couple who died one week ago. Steindler lamented an increasing flow of people compelled to bag “fourteeners” — peaks that exceed 14,000 feet elevation — a heavily promoted recreational pursuit that draws inexperienced hikers to Colorado’s high country.
I’ve climbed three 14ers in the Elk Range, Capitol Peak is not one of them. The nuttiest route I’ve done was the tour de Pyramid on Pyramid Peak (rated Class 4), ascending the northwest ridge and descending the northeast ridge. I was with my brother-in-law, who’s climbed Denali and Mt. Rainier, so I was in good hands. I learned a great deal about mountaineering on Pyramid Peak, which is about 10 miles away from Capitol Peak, where five people have lost their lives this summer. I learned that you always wear a helmet for anything Class 3 and above, and you follow the route *exactly* which sometimes involves map and compass work.
My condolences the the five people who’ve died on Capitol Peak this summer.

OSSPAC estimates that in the I-5 corridor it will take between one and three months after the earthquake to restore electricity, a month to a year to restore drinking water and sewer service, six months to a year to restore major highways, and eighteen months to restore health-care facilities. On the coast, those numbers go up. Whoever chooses or has no choice but to stay there will spend three to six months without electricity, one to three years without drinking water and sewage systems, and three or more years without hospitals. Those estimates do not apply to the tsunami-inundation zone, which will remain all but uninhabitable for years.
How much all this will cost is anyone’s guess; FEMA puts every number on its relief-and-recovery plan except a price. But whatever the ultimate figure—and even though U.S. taxpayers will cover seventy-five to a hundred per cent of the damage, as happens in declared disasters—the economy of the Pacific Northwest will collapse. It would be easy for me to come across as cruel or unthoughtful, yet when I watch these Texas television stations I really doubt that they are willing to dive into some hard truths.
Such as the issue over Trump and FEMA funding.
Or that their own Representatives and Senators have been against funding other parts of this county during times of disasters.
Or that everything is not fine in Houston in some fundamental ways (infrastructure and the future).
Or that they really need the Federal government to bail out to the tune of billions of dollars and that these bailouts have to come from the taxes that so many Texans apparently loath.
The local TV talking heads are lauding the local pro-sports franchises for publicly donating a couple of millions of dollars. Not to be heard is that these same franchises get huge breaks when their facilities get support or that the owners, many of whom are billionaires, pay the lowest income tax rates since the early 20th century.
And I just feel sad when I see so many Houstonians go on and on about their religiousity, somehow not blaming their same Thunder God who sent the storm but somehow miraculously saved them. I don’t want to beat up on these people but there is so much disconnect in their thinking that I propose they will never really come to grips on how they are manipulated by the scamsters (Osteen only being the most successful one.)
And there’s something else.
Hinted at on the television streams but not really openly dissected.
And it has to do with how Houston is self-segregated.
I’ve only been through Houston, never stayed there. So someone else will have to chime in with more knowledge.
But it doesn’t take a lot of wild imagination to believe the people living in low-lying flood plains are poorer than those who live on high elevation areas.

Living here in VA, particularly out on the coast that has been smacked around by at least four named hurricanes in my recollection since I moved here, it really is hard for me to feel overly sorry for the Texan wingnuts who now are begging for money and getting irate at the “politicization” of their plight. Just last year we dealt with Matthew and the sentiment from wingnuts at the time was not “We must do everything we can to help them,” but “Why should my tax dollars go to help a bunch of libruls?!”
My sympathy meter for Texans at the moment is sort of low. They wanted to live in a “small government” hellhole, let the “free market” bail them out.

That’s more the case with the civilian modified 4x4s and pickups. Sure fast moving water can be a hazard to any vehicle, but military truck are designed to do water crossings. Remember, it was Army HEMTTs that first reached the Superdome after Katrina, and FMTVs that provided transport later during search and rescue/recovery operation. Most of the people being rescued now by small boats could likely be reached by these vehicles. And, those that need boat rescue still need transport after reaching shallower water

Oh, no, I think that the Doc’s right about which one would be worse; New Madrid would flatten unreinforced masonry in Memphis, St. Louis, possibly Chicago, KC, and as far down the river as Baton Rouge; but there wouldn’t be the soil-liquefaction issue that Seattle and, to a lesser extent, Astoria, in particular would be facing with a Cascadia quake.

And up north you had segregation by ethnic groups as well. Germans live here. Irish there. Polish over there. And so forth. And up north you had segregation by ethnic groups as well. Germans live here. Irish there. Polish over there. And so forth. Sometimes (I remember one German/Polish boundary like this) there would be different neighborhoods on different sides of a street and no one would go to anything - bar, church, grocery - on the the other groups side.
It’s no wonder that Milwaukee was considered the most segregated city in America. Probably still is with the work the Sheriff is putting in to keep it that way.
It all makes me glad to grow up where I did. Our cul-de-sac alone had a few nominally white Christian families like ours, an Indian-American family, a Jewish-American one, and a Venezuelan-American couple.I really think being exposed to diversity from an early age helped shape my worldview. I won’t give the old “I’m colorblind” canard but people of different backgrounds really have always just been neighbors, friends, or classmates to me.

I grew up in Gary, Indiana. In a neighborhood that went from all white to almost entirely black/Latina in the course of a few years. My mom, a widow, could not afford to join the white flight to the suburbs, so I grew up a minority, one of only about a dozen white kids in a school of 600+ students.
Which is why I have absolutely no patience for racists and white supremacists, or “racial realists” or whatever they call themselves.

I was going to say that the church literally is more like a mall than it is church. Didn’t know it was a former arena. I am amused by this whole thing that his defenders are saying “CHurches shouldn’t be sanctuaries, they’re places of worship.” Funny because during older times, they were used as exactly that. Osteen’s nothing but a scumbag who uses the Christian religion to enrich himself. I’m no longer religious but as I said last night, I’m definitely still influenced by my family’s Catholicism and Osteen disgusts me because I know how modestly my dad’s uncle (a RCC priest) lived and that no doubt when disasters hit where his parish was in Louisiana, he had a welcoming attitude even if the church was a fraction of the size. And I’m sorry but I hate megachurches. I think they’re against everything Christianity should be about.

The GOP is craven enough to consider the need for tax cuts and offsets rather than funding disaster recovery and prevention. They don’t care about anything else. So, while Trump’s busy breaking the government, the GOP is making sure that people can’t get the aid they need in a timely fashion.
The IRS has already indicated their disaster aid relief (which allows taxpayers additional time and relief from penalties due to the storm). Some FEMA funds are available, but that’ll be tapped out soon enough. The GOP still has to craft the budget that goes into effect October 1, and they have a debt ceiling discussion that still needs to be done. The GOP’s fixated on tax cuts and gutting health coverage and can’t be bothered with the business of doing their goddamned jobs. Then they’ll rush through a plan that doesn’t meet CBO scoring or screws all but the rich by shifting the burdens to those least able to afford them.
That means that the GOP is actively moving to fuck over many of those Texans who just got flooded out from Harvey.
Cruz is busy demanding that aid come quickly, which is hypocritical considering he was among those loudly calling to hold up funds for Sandy relief. The entire GOP delegation from Texas voted against Sandy funding. We don’t forget. Those craven fuckers didn’t think that they’d suffer from natural disasters? They get hurricanes and flooding far more regularly than we do in the NYC metro area. Since 1953, Texas has had 254 disaster declarations. NY had 93. NJ had 53.
But when you hit the largest city in the country with a massive storm with major flooding, it’s going to cost. Now, Houston, the 6th largest city in the nation is getting flooded out. I remember when Cruz and other GOPers from Texas were bitching about the cost to repair the NYC subways. Yup, that’s expensive. The NYC subways move more people per day than live in Houston.
I’m not going to deny aid to Texas; they need it.

In 2005 only six percent of Republicans felt that whites faced “a great deal” of discrimination, the same number of Democrats who felt this. I do find it surprising, however, that the church is not opening its doors for anyone fleeing the floods, refugees as it were. I understand if they can’t admit thousands of people or as many as we might expect given the church’s stadium size. But a church of this size would be ideally situated to serve the community in a great time of need. And again, given my own church experience, the church usually tries to do what it can and in its mission statements, purposes to do so. But not all churches are the same, to say the least.
And it’s not just a liberal vs. conservative thing. In contrast, for example, I would bet that the Saddlebrook church in California (a conservative congregation) is much more community-focused and mission minded for such a local catastrophe, than Osteen’s Houston church appears to be.

I’m reluctant to leap to judgment regarding Osteen at this time for not opening the church, maybe they don’t feel prepared, and there are insurance issues, etc etc. I don’t know.
But at the very least a church, especially of that size, should be prepared for such a catastrophe, especially given the storms that area of the country is subject to. And as a regular churchgoer I can tell you that the church’s mission is not just worship but to be a sanctuary in time of need.
In my experience, megachurches seem less concerned about helping the poor and afflicted and more about spreading the Gospel among the poor and afflicted. It may have to do with the streak of Calvinism in their theology, and the emphasis on faith over works.

We vacationed in New Orleans in 2001, and one day we went out to the Garden District. Since we’d been there the year before, I reminded my wife that the sidewalks out there were in pretty bad shape and she might want to wear sneakers. She objected a little, but put sneakers on to placate me.

Katy is just west of Houston, which is dealing with severe flooding after Hurricane Harvey.
