Obama Endorses Removing Cuba From Terrorism List.

For more than 30 years, Cuba has been on the State Department’s list of state sponsors of terrorism, a designation shared only by Iran, Sudan and Syria.

Cuba’s place on the list has long snarled its access to financial markets and, more recently, emerged as a sticking point in negotiations to reopen embassies that have officially been closed for five decades.

Mr. Obama ordered a review of Cuba’s status in December, as he and Mr. Castro agreed to move toward normal relations.

White House officials said that Mr. Obama approved a recommendation by Secretary of State John Kerry to take Cuba off the terrorism list after the review of Cuba’s record and assurances from the country’s government that it would not support terrorism in the future.

Cuba was designated as a State Sponsor of Terrorism in 1982.

Cuba has long provided safe haven to members of Basque Fatherland and Liberty (ETA) and the Revolutionary Armed Forces of Colombia (FARC). Reports continued to indicate that Cuba’s ties to ETA have become more distant, and that about eight of the two dozen ETA members in Cuba were relocated with the cooperation of the Spanish government. Throughout 2013, the Government of Cuba supported and hosted negotiations between the FARC and the Government of Colombia aimed at brokering a peace agreement between the two. The Government of Cuba has facilitated the travel of FARC representatives to Cuba to participate in these negotiations, in coordination with representatives of the Governments of Colombia, Venezuela, and Norway, as well as the Red Cross.
There was no indication that the Cuban government provided weapons or paramilitary training to terrorist groups.

The Cuban government continued to harbor fugitives wanted in the United States. The Cuban government also provided support such as housing, food ration books, and medical care for these individuals.

I really am getting tired of this “Oh, I wish we had a strong field like the GOP does!” from Democrats. No you don’t. Take a long look at the GOP field as it stands and you’ll see that it’s a freight train of craziness headed for a very messy derailment. Whoever wins the nomination is going to be so compromised by the need to play to the base that they will be unelectable next year. Folks think Obama came out as a “strong” candidate in ‘08, but they seem to forget how folks were so sure that the party had been irreparably split by the contentious primary season that they suggested a unity ticket, with Hillary as VP so as to avoid a messy convention and a possible third party upset.

Cuba no longer actively supports armed struggle in Latin America and other parts of the world. In earlier years the Castro regime provided significant levels of military training, weapons, funding, and guidance to numerous leftist extremists. Havana’s focus now is to forestall an economic collapse; the government actively continued to seek the upgrading of diplomatic and trade relations with other nations.

Although there is no current evidence that Cuban officials were directly involved in sponsoring specific acts of terrorism last year, Cuba is still a safehaven for several international terrorists, maintains close relations with other state sponsors of terrorism, and remains in contact with numerous leftist insurgent groups in Latin America.

Supposedly the bill up to a vote is a revised, “bipartisan” one that addresses the President’s concerns by making the vote only apply to the lifting of sanctions and shortens the review period after the final deal is reached in June. However, knowing the Republican majority as we do, I can’t help but suspect that they’re going to try to amend the old language back in or stuff in some other poison pill while they think nobody is looking.

El Salvador’s Farabundo Marti National Liberation Front (FMLN) has been the primary beneficiary of Cuba’s clandestine support network over the last several years. Havana has been the point of origin for most of the weapons used by the FMLN for insurgent and terrorist operations in El Salvador. Other Central American groups, notably in Honduras and Guatemala, have also received Cuban aid. In South America, Chilean radical leftist groups have been the favored recipients of Cuban support, but their aid may have declined since Chile’s peaceful transition to civilian rule in March 1990.

Several rebel organizations have offices and members stationed in Havana. Wounded rebels are often treated in Cuban hospitals. With the demise of the pro-Cuban governments in Panama and Nicaragua, Cuba’s support has become even more important to radical groups.

It’s an executive agreement, which unlike a treaty, does not require Senate consent. Roughly 90-95% of international agreements between the US and other powers in the last couple decades have been executive agreements. One example: Status of Forces Agreements.

Technically, Congress didn’t approve the Japanese surrender ending WWII until the 1950s.

And that largely had to do with the pressing need to get Japan back up and running to serve as a bulwark against communism in the Far East. The Chinese Civil War was going badly for the Nationalists and the colonial powers were finding that their old colonies that had been effectively abandoned to Japanese rule during WWII didn’t appreciate the yoke being put back on them after they’d spent years fighting on the false promise of independence.

In December 2014, as a critical component of establishing a new direction for U.S.-Cuba relations, the President directed the State Department to launch a review of Cuba’s designation as a State Sponsor of Terrorism and provide a report to him within six months. Last week, the State Department submitted a report to the White House recommending, based on the facts and the statutory standard, that President Obama rescind Cuba’s designation as a State Sponsor of Terrorism.

This recommendation reflects the Department’s assessment that Cuba meets the criteria established by Congress for rescission. While the United States has had, and continues to have, significant concerns and disagreements with a wide range of Cuba’s policies and actions, these concerns and disagreements fall outside of the criteria for designation as a State Sponsor of Terrorism. This review focused on the narrow questions of whether Cuba provided any support for international terrorism during the previous six months, and whether Cuba has provided assurances that it will not support acts of international terrorism in the future, consistent with the statutory standard for rescission.

Circumstances have changed since 1982, when Cuba was originally designated as a State Sponsor of Terrorism because of its efforts to promote armed revolution by forces in Latin America. Our Hemisphere, and the world, look very different today than they did 33 years ago. Our determination, pursuant to the facts, including corroborative assurances received from the Government of Cuba and the statutory standard, is that the time has come to rescind Cuba’s designation as a State Sponsor of Terrorism.

There was an article I read back when the news about ending the embargo first came out, from the perspective of a third generation Cubano who has only ever heard of life in Cuba before the revolution from her family or seen it in pictures. And the general theme was that it didn’t matter anymore what the politics were, the damage done, she just wanted to see the country of her ancestors for the first time ever. The embargo is something that is keeping old wounds open, not a means of ending the Castro regime.

From what little can be seen in the beginning of the video, the man was holding the gun to his head to thwart police action, and was behaving erratically. I suspect he’d have been shot dead if he hadn’t been hit by the car. At the speed he was hit, he could easily have been killed by the impact, no question. Am I happy with the means? No. But the end was better than the most likely alternatives.

Seems the wingnuts are coming unglued over the Senate bill concerning the Iran deal. As the details of the bill have come out showing that it doesn’t give them a vote on the deal itself, just the lifting of sanctions passed by Congress, the wingnuts are absolutely livid. Apparently Mark Levin is declaring this the abdication of treaty powers from Congress to the White House.

So I guess the bill can’t be that bad if it’s got wingnuts seeing red.

One thing to bear in mind is that the bill has only left committee, it hasn’t been submitted for a vote by the full Senate yet. Plenty of time for Republicans to overplay their hand and try to cram in language that would undo the compromise in favor of their original desire to make the vote one on the deal itself. And I’m not quite clear on whether this bill has to go to the House or if it’s a bill only the Senate has to pass.
